I Contacted Amtrak.

Alternative bus services are being provided by Amtrak between Eugene, Portland and Seattle
to the best of their ability.

No date is available for the restoration of rail based service.

According to news reports at 16:00 hrs today, most train service in the Seattle to Eugene corridor has been restored using replacement train sets for the Talgo units withdrawn due to detected cracks. However, the replacement units run slower than the Talgos hence trains will run late.
